Summary

Plans, manages, and coordinates multifaceted program activities and personnel of safety and security operations for Fairfax County Public Schools (FCPS); provides leadership for sensitive, real-time safety and security incident and emergency response; serves as the point of contact for threat management, assessment, and response activities; oversees the 24/7 security operations center, security patrol operations, and fleet management; exercises leadership to design, create, implement, assess, and revise security services or activities of the office.

Qualifications

Required

• Any combination of education and experience equivalent to a bachelor’s degree in criminal justice, homeland security, public administration, or a related field.
• Five (5) years of experience in security services or public safety, some of which shall have been in a supervisory or leadership role.
• Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
• Completion of the Federal Emergency Management FEMA Incident Command System (ICS) courses within 60 days of hire.
• Knowledge of theories, procedures, practices, materials, and methods of security and/or safety dispatch operations.
• Knowledge of applicable local, state, and county regulations, laws, and policies concerning school security including the criminal code of Virginia, as it pertains to crimes against school property.
• Knowledge of incident command structure.
• Knowledge of supportive technology, such as surveillance cameras, security and fire alarm systems, and radio communications.
• Proficiency in the use of technology and data compilation, analysis, and reporting.
• Ability to exercise independent thought, sound judgment, and initiative in stressful situations.
• Ability to effectively lead teams in multiple projects.
• Ability to facilitate meetings and/or present information to groups.
• Ability to develop written procedures and operational response plans.
• Ability to work collaboratively with public safety agencies in response to emergency incidents.
• Ability to develop and maintain effective working relationships throughout the school division and with the public.
• Ability to communicate effectively, both orally and in writing.
Preferred

• Certified Protection Professional (CPP).

Major Duties/Essential Functions

• Plans and supervises multifaceted program activities to support critical safety and security programs including oversight of the 24/7 security operations center (SOC), intrusion and fire alarm systems, security patrol operations, fleet management, closed-circuit television (CCTV) monitoring operations, threat management, trespass programs, drill compliance, two-way security communications programs, and covert surveillance programs.
• Leads in the development, oversight, and evaluation of initiatives and projects related to security operations.
• Provides operational oversight of the school division’s mission-critical Security and Fire Alarm System (SAFAS), to include managing programming activity.
• Collaborates with the Department of Special Services and law enforcement partners to support the research of threats to students, staff, and facilities and security related incidents; coordinates real-time operational response to threats.
• Responds to school system calls requesting security assistance.
• Coordinates with county police, fire, and emergency responders as appropriate to remedy or respond to reported issues.
• Develops and writes operational response plans and standard operating procedures.
• Oversees security logistical planning and coordinates enhanced security support for assigned special events in collaboration with other OSS teams.
• Provides management oversight for large-scale events, major incidents, and divisionwide physical security projects.
• Provides incident command support as the SOC incident management hub for the Division.
• Administers, projects, and allocates assigned and required resources – physical, fiscal, and human.
• Develops, implements, and interprets policies and procedures and ensures that responsibilities assigned to security services are coordinated with the appropriate sections and departments.
• Plays a key role in developing strategies for achieving the goals contained within the Fairfax County Public Schools Strategic Plan and is accountable for outcomes.
• Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates, with emphasis on school safety and security.
• Facilitates meetings with community groups or employee associations.
• Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
• Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance.
• Presents information and recommendations to the director and, occasionally, to senior management team, the School Board, or county executives.
• Negotiates and/or manages grants, partnership agreements, and/or memoranda of understanding/agreements.
• Oversees the work of vendors or contractors.
• Performs related duties as required or assigned.

Work Environment/Physical Requirements

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may also visit worksites in the field and be exposed to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, and loud noises.

Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.

$122,135 – $187,659
