Job Summary
This position is located in the Central Detention Facility (CDF) or the Correctional Treatment Facility (CTF), located at 1901 D Street, SE Washington, DC. This position is located in the D.C. Department of Corrections (DOC), Office of the Deputy Director for Management Support, Information Technology Division. The mission of the DOC is to ensure public safety for citizens of the District by providing an orderly, safe, secure, and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration.
The incumbent in this role is responsible for protecting networks, data, and systems from unauthorized access, theft, or damage, monitoring security breaches, installing defensive software, firewalls, encryption, conducting risk assessments, and responding to cyberattacks in real-time.
Duties And Responsibilities
Performs daily security operations and serves as the primary Incident Responder, leading incident response activities by analyzing threats, coordinating containment actions, and directing system recovery efforts. Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, monitoring, maintenance, and enhancement of agency-wide systems, programs, policies, procedures, and tools. Conducts complex risk assessments to evaluate the security posture of applications, vulnerability analyses, networks, cloud environments and security audits across diverse platforms, interpreting results to recommend and implement technically sound remediation strategies.
Secures data at rest and in transit through encryption, access controls, and compliance with local and Federal security standards. Validates and secures third-party access to ensure external entities meet required cybersecurity safeguards. Follows established incident response procedures and participates in coordinated actions to identify, contain, and resolve security events. Enforces least-privilege access principles across all systems and applications. Maintains systems in a fully patched and updated state to reduce vulnerabilities and ensure operational security. Provides expert guidance and technical support during active and high-priority security breaches to ensure rapid and effective resolution. Prepares comprehensive technical reports that document findings, assess risks, and outline recommendations.
Qualifications And Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below:

• Oral Communication – Expresses information to individuals or groups effectively.
• Problem Solving – Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

Work is typically performed in an office setting. Occasional work in technical spaces may involve exposure to noise, dust, or temperature fluctuations.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive. This position is subject to mandatory pre-employment and periodic Criminal Background Checks. This position is also subject to mandatory pre-employment drug testing.
This position has been designated as an Emergency position under the provisions of District Personnel Manual Chapter 12. An emergency employee who has been designated and activated will be called in to work, required to stay at work, or required to telework, if approved to do so, during the particular emergency situation.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
A TB Test is required prior to entry on duty.
