Job Summary: We are seeking a detail-oriented and strategic senior Strategy Monitoring Office (SMO) consultant/specialist to apply governance, compliance structures, and manage senior stakeholders across national-level cybersecurity initiatives. This role plays a critical part in ensuring transparent governance, regulatory adherence, and structured collaboration with various stakeholders to support the successful implementation of cybersecurity strategies and programs across several public sector entities within the whole-of-government.

This is a long-term role, fully onsite in Qatar (2.5+ years).

Key Responsibilities:
• Monitor compliance with cybersecurity-related mandates, frameworks, and standards, and support corrective actions where necessary.
• Coordinate structured collaboration among government entities, cybersecurity regulators, and private sector stakeholders involved in national cybersecurity initiatives.
• Facilitate governance forums, working groups, and advisory bodies that oversee strategic cybersecurity programs and projects.
• Enhance governance processes and documentation on regular basis to ensure clarity, auditability, and traceability.
• Track and oversee the implementation of cybersecurity-related activities across entities, escalating risks and issues as required.
• Serve as the primary liaison between program governance structures and cybersecurity policy, legal, and operational teams.
• Promote the adoption of best practices in cybersecurity governance and support capacity building across stakeholder institutions.

Qualifications and Experience:
• Bachelor’s or Master’s degree in Cybersecurity, Public Policy, Law, Political Science, Public Administration, or a related field.
• Minimum 8 years of experience in governance, regulatory compliance, or program oversight, including at least 5 years in cybersecurity-related roles.
• Demonstrated experience managing governance frameworks and stakeholder coordination in cybersecurity or information assurance contexts.
• Familiarity with cybersecurity policies, standards, and frameworks such as ISO/IEC 27001, NIST Cybersecurity Framework, or national cybersecurity strategies.
• Strong understanding of cybersecurity risk management, data protection regulations, and public sector digital transformation efforts.
• Excellent communication, facilitation, and organizational skills, with a strong ability to engage senior stakeholders and navigate complex environments.
